another idea is to create cities that support a main one... and you make this with more trade deals between your cities.
for example you create a city in an agri cultural area.. and you can carry all the food to you capital.. with this you create a centralized government.. and it becomes more realistic.
for example a city with gold mines.. the gold goes to the capital.. etc.
to do that you have to conect your cities with roads.. and also the movement of goods may create angryness in the city population.. but happy in the capital.
