Mod for playing without leaders etc?

I would like to see the following checkbox options in a customised game:

No Leaders

No Starting Techs

No Unique Units

No Unique Buildings

Is there a mod for this kind of thing somewhere, does anyone know?

Avoid COLONY RUSH on Galactic Civlizations II (both DL & DA) with my Slow Start Mod.
