A group of enthusiasts here in Croatia is thinking about translating Civ 4. We're a small market and published doesn't have an interest in providing official translation.
If someone was in a similar situation, I'd like to know where to start? I've located the XML files with text strings, but I don't know what is the proper order for translating them.
It would make sense to translate the most visible and frequently used strings first, such as interface and various info popups. Civilopedia could wait.
