I've been trying to win with the spanish. The basic idea is to go beat up on the natives.
With the -50% EXP costs its fairly easy to get all 5 combat upgrades, City Garrison 1 & 2, and the anti-mounted & anti-artillery upgrades. Then rotate that guy to a defender and do it again. You can end up with some really veteran troops that way.
