Settler. We need to build our civilization up.
We need a warrior first, then we can build a settler.
If something doesn't feel right, you're not feeling the right thing.

We will only be moving the new settler up two tiles north. The phalanx can easily defend our capitol plus this new city (Beaver monopoly city). We don't need any more military just yet -- IMHO.
I think we could use another warrior to explore some more ruins. What if we find a much needed city or settler. Finding some tech would also be a great discovery for our nation.

Build a settler in the capitol ASAP.
We could even build a settler in Te Moana if we were willing to fade the warrior back there.
If it ain't broke, find a bigger hammer.
