I am not 100% sure, but IIRC it can be changed only in a savegame (using Gramphos' C3MT, I think).

Yes, it can be changed by SAV-editing, but not in any other way. At least not yet.

yes but i find if I win the game when time is up (i like a long game) it kinda loses its edge and I getr bored. I would like the game to last longer

I agree, I am sick of using cavalry. by the time I get tanks etc I have pretty much won the game anyway.
