They do not seem to pop up any more, neither here nor at Civfanatics.
Is it just me, or are they broken?
I haven't gotten a popup in weeks, but I've been getting PMs.
And yes, I have them enabled in options.

Works for me, usually just after logging on though. Recieving one while browsing apparently is too complicated a feature.
I'm always logged in, so maybe that's the problem.

Maybe it's a login time thing. I've been logged in for about 2 hours now.

I've run into this problem many times. To solve that problem, I will go into my control panel and click on the options sections.
I then just hit update/enter, even though I haven't changed anything. This usually solves the problem. I do it every once in awhile (usually after I notice that I didn't get a pop up when I received a PM) It will then work "right" for a period of time.
