This is wrong. The regime is popular because Cuba has always received subsidies from other nations. The regime is able to claim victory because of this. But handouts can't be depended on forever and the regime is facing a very real possibility of being cut off. This is why reforms are being implemented now, because Raul doesn't want the embargo.
