Amazon is now offering the Gods and Kings expansion pre-order via direct download (PC) for $26.99.

I had already pre-ordered the physical copy for $29.99, which was NOT eligible for release day delivery (I asked them). I got an email today announcing this sale, so I cancelled the physical copy and ordered the download.
I have used Amazon's download service before, it is fast and they keep your items in their cloud so you can redownload if needed. And yes they will activate on Steam.
For whatever it's worth...
I look forward to the price collapsing to $5 with in months of release. Mostly because the game sucks and no one bothers to play it.
