I have been playing around with an idea for a scenario... the exact details are unimportant, but the key feature I cannot get to work is permanent war. I have 2 players and 4 City states on a duel map. I need the player to be at war with everyone, and that works just fine. I also need the AI civ to be at war with everyone, and that does not seem to be working at all. The AI and the 4 CS just seem to ignore each other. I have set the AI influence to -60 with each CS. But that seems to gradually repair to a zero.
I have set (via the scenario tab) in worldbuilder the states of war and permenent war for each player and the CS. I have also checked the Always War and the Permanent War or Peace buttons under the game options. I have tried various combinations of these features ( ie unchecking one at a time) and nothing seems to help. The AI players units just waltz thru the CS's territory like they are friends or allies. I have run the scenario many, many times-- inspected with fire-tuner and basically I see the same thing each time. The AI player builds huge numbers of units and rings his territory with them. he sends out explorers which are ignored by the CS, and goes crazy with population and science. And then just sits there doing very little. The only victory condition possible is domination. Anyone have any ideas on how I get the bugger to go out there and try and dominate? And how I force total war with the AI????
