These were both perfectly legitimate Tech Trades which allowed Russia to gain a Tech when lacking any Vouchers. The cost to Russia was that it gave a high value Tech for a lesser value one. The cost to Celts/Vikings was that they had to provide both Vouchers! You have always stated that Vouchers can be traded just like Gold, Land, Tribute or anything else you may wish for. No rule was broken by Russia or even 'bent'. All fair and above board. How else are smaller powers ever going to gain high value Techs at this late stage in the Game? How else are larger powers going to be able to gain Techs, without backward research, at all?
I made similar deals upon taking over Russia - just the other way round - to compensate for the parlous state of Russian research in the past. Records will confirm this.

Russia had no voucher left and after this trade still has no vouchers left.
The trade costt 1 voucher for Russia, which Natives supplied to him.
