    Why wait?

Police State - You still have the same war weariness, but 25% of those that express it get erased. Plus, there's a lot of high-maint propaganda that convinces your people that you're going to be attacked Really Soon Now.

Caste System - "Okay, see how I made Bob here a merchant? Well, Bobs a XXXXXX and it's a known fact that XXXXXs are good merchants. So we might take people like Bob and make them merchants whenever we want."

Some of them are harder, but I decided to start
    It's a CB.

    Representation

By the ability to influence the national elections by sheer weight of numbers, the largest of cities feel great pride in their power, and tend to get what they want.

By having the freedom inherent in a republic, a man can make himself a fortune by beeing the next great inventor, so obviosly everyone is a closet inventor.

    State Property

The Government stated "10 hours, No lunch break!" So now everyone stays late to tend a gardern at the workshop so they didnt have to go hungry at work.

They also set the base pay, so it doesnt matter if somewhere is a nice place to live or not, it all pays the same.

Universal Suffrage Under Universal Suffrage, workers in the small towns fell civic pride which results in each of the small towns producing a hammer for their cities to use that they otherwise would not. In addition the civic pride allows the govt to spend cash to hurry the production of just about anything.

Hierachical Rule Under Hierachical Rule, the military becomes the enforcer of the rulers will and so each of them supresses the unhapiness of a citizen.

    Mercantilism:
Any mercantilistic economy follows the rule that the country should be self sufficient on trade (as the only trade good with any inherent value is deemed to be gold). Therefore minimising imports and maximising exports becomes the rule. In civ this means you want your cities trading with eachother so as to not make the other guy rich. Instead all trade is done by the state which directly trades resources with it's neighbors.
Trade is however allowed with colonies as they are not considered to benefit from it.

The extra specialists are the effect of state sponsored manufactories and the state paying prominent foreign industrialists to invest in your country.

Allways thought the in game effect of mercantilism where rather spot on
No Fighting here, this is the war room!

Theocracy "God is on my side, therefore I can shoot better." Or, if running Hinduism or Buddhism, "The Gods and Goddesses are on my side, therefore I can shoot better." Or, if running Taoism or Confucianism, "Philosophy is on my side, therefore I can shoot better." The refusal to accept the intrusion of foreign religions is a natural consequence of knowing the One True Way, and the reasons are obvious to anyone who isn't some sort of spiritually-doomed heathen.
