Looks like he has dropped the game. There isn't an administrator password - I left it blank because of the patching issue - so I'm not sure if it is possible to retire his civ.

If you haven't set an admin password, can't you just set one during the last player's turn prior to Forrester? Then you could retire his civ for him.
