No, not really.
Running the server manually,
At the server,
set compress=0
save foo.txt
Open foo.txt with notepad.
Give yourself a bazillion dollars.
Eliminate your opponents units.
Set yourself to 100% tax, 100% research, 100% luxury
If you study the save file carefully, you can change city sizes, adjust food in the granary and even move cities.
Quit everything.
Restart the server
load foo.txt
Continue as normal.

I can't think of any more blatant cheating than that.

And even then, the game can still be pretty hard.
If an AI captures one of your cities when you have a bazillion in the bank, you are only a few turns away from being swarmed by enemy units. They seem to be quite clever with cash.

NO dont set tax lux an sci all 2 100% ive tried it an all it does is bug up completely so u get nothing but lux an u cant change it
lots of money works 2 and i found sumthing out if u put researched=0 it bugs up an gives u every tech
