Not all Canadian cities could do it. Vancouver does not have an ideal climate for the purpose even if they had an open stadium, which they don't.

I`d say they want to keep this as a spectacle such that you probably only want to do one or two of these a year at most. More and NBC doesn`t cover it because its routine and routine hockey doesn`t get the ratings
