well, yes and no. While we can start talking about it now, it is going to take a while for ND and to stop the trades to Lego. So that is one aspect.

Further, the sooner we can get Lego to loose money, the faster they will fall behind in tech. If we provide ND with tech (and we should, even if it would be practically free, just to keep them out of the Lego camp), Lego will face a seriously devaluated tech cost. Without hampering them on lux, they are going to have 4-turn research. We have to keep the distance between them and tanks as big as possible.

Those 2 things make it worth it for me to try to hamper Lego now, and not in 30 turns or so. There won't ba lot of surprise anyway, they should know they're going to be attacked.

Ok then, I understand the complete reasoning behind the move now.

So let's try to embargo them asap then
You just wasted six ... no, seven ... seconds of your life reading this sentence.

Oh, you're right they are going to see the invasion coming, but then again, they should see this right now as well. Lego's best hope of keeping everyone off their land is to have an ally in ND, especially in tech. And there is a chance that by having everyone embargo them economically, they will focus on that, instead of on military power. They might consider theirselves safe...
