    Here's my proposed tile usage and Worker plan:

    By maximizing Food we should hit size 5 in seven turns with a Granary soon behind that.

    Worker:
    Road the forest south of the city.
    Move N then W and road the tile west of the city.
    Would like suggestions at what Worker actions should be done at this point.

                  No. I heartily disagree with this proposal, because it is a ridiculous limitation. We should be encouraging business growth, as it will provide us with additional tax and tariff revenues. Having a tax break for resident business owners would encourage and assist the local businesses to grow, while the large and future trade potential that our city offers will still encourage businesses and traders from other towns to join the market here. Any such activity will only add to the strength and power of our market, thus I must disagree with a proposal that cuts off such a large potential of our income.

                    I don't really understand this Guild Pricing.

                    My advisors have informed me to vote for F 0, S 0, C 100.

                    But I don't get it. What does this do for me.

                        The city's budget is allocated based on the average percentage of each of our allocations. Currently 80% of the city's budget will go to the Commerce market and 20% to the Shield market.

                              How about if limited non-citizens of X to own "one Retail Business in X."

                              There are two tiles in the radius still open in addition several more will be available when the radius expands so other players have the ability to become citizens eventually.
