In my games the AI can't do these things on Emperor difficulty.

Maybe in civ 6 Settler is the most difficult setting.

I'm playing on the Settler level. Turn 207. Industrial Era. Tech., researching Economics. Steam Power & Rifling Waiting to be research. On the Civ side, Researching Industrial Era. Researching Nationlism, Urbanization & Scorched Earth waiting. The AI just build The space Port. The AI is Peter. This is not good. So the AI can now research a item in 3 or 4 turn's. The Human take 10 turn's for the same item.
