Terrain-specific civ bonuses have always struck me as kind of frustrating. Okay, Brazil is good next to rain forest, but if Brazil's starting location isn't preferentially located in tropical areas, then it either (a) isn't very useful or (b) forces you to expand/go to war to gain a benefit (when other civs might gain a comparable benefit at no cost).
