I have found a workaround for the splash crash. I first noticed this problem after changing video drivers. First, I would get a kmode exception BSOD. Then I uninstalled civ3 and reinstalled.
This fixed the kmode exception BSOD, but gave me a hanging on the intro screen- the splash crash. I tried installing a "fixed" .exe to get around this, but this gave me the BSOD all over again.
Well, I installed a win2k beta-SP3 package in case I screwed up some Windoze files when I uninstalled my antivirus package a few days ago. Then, I switched to nvidia 27.20 detonator drivers. I still had the splash crash. Switched the default .exe with the "fixed" .exe (No-CD so you don't have to keep swapping) and voilá! Back to normal again.
So, you may want to try installing the official SP2 package if you have the splash crash with win2k. And you'll have to use the fixed .exe that is out there on the net... added bonus of not having to insert your game CD.
