What am i doing wrong

One thing I would say is there are alot of floodplains out there without cottages on in the first save. Early on floodplain cottages especially as a financial civ can really help. In the later save sometimes grassland cottages are being worked over the floodplain cottages. Maybe its just me but I really like my floodplain financial cottages.

You could also make a GP generator out of that city by simply making it farm land.
