CivIII - Quebecois Civilization Addition + Socialist Democracy

Ok, after some requests were made, I added the Quebecois civilization. It replaces the Aztecs. If you ask me why it replaces the Aztecs, well, I didn't wanted to remove the important vivilizations like America or France, so I opted for a lesser civ, which in my opinion is weak.

Also, I`ve added a new government type, Socialist Democracy, used by the Quebecois.

How to Install:
Simple, unzip into you Civilization III directory. 
Then, in the 'Text' directory, MAKE A BACKUP OF both 'Civilopedia.txt' and 'PediaIcons.txt'
Rename 'Civilopedia-Quebecois.txt' and 'PediaIcons-Quebecois.txt' to 'Civilopedia.txt' and 'PediaIcons.txt' respectivly.
Start a game a use 'Load a Scenario' and choose Quebecois.bic in the 'Quebecois' directory.

Rest is about the same as Democracy.

Civilopedia Changes :
Most of the entries are changed/added. The Quebecois description still needs to be done, as well as the Socialist Democracy government description, but the rest(game effects) is all done and changed. The old entries(Aztecs) are still there, so you SHOULD be able to play a normal game, BUT, I offer no warranty. Make a backup of the civilopedia files first, as mentioned above, just to be on the safe side.
Quebecois uses the Abe Lincoln face for now(and animated Montezuma face, but I can't change it), when I'll have LOTS of time on my hand, I'll try to change it to Rene Levesque.
Icons for the Patriote is still the Rifleman's one(which is strinkingly similar, only missing the renonwn Patriote tuque/hat). It will change when I'll have some free time on my hand. I want to play now!

Please, beware that the descriptions(and this conversion in general) were made really fast, so if you have any complaints, see errors, omissions, really weird stuff, let me know. If you have comments on the civ itself, complaints about the new govt or the new unit, just e-mail me. IT WAS NOT TESTED a lot, so it could very well imbalance the game, but, here are some justifications for the changes:

1) The Aztecs were replaced because, in all the games I played in, they were nearly always dead last, and they are ONLY good very very early in the game. A LOT of other civs are very good in early games(Greek with Hoplites right at the start, Zulu, Egyptians, etc.) so why another one?
2) Quebecois new units(and govt) appears in the early Industrial age. Why? Well, become Nationalism makes some sense, Patriotes as guerilla riflemen makes sense(and the pictures are quite similar), and furthermore, beside German in late Industrial age, no other civ have it's unit in the Industrial age. Here's the rundown of Unique Units now(much more balanced in my opinion) :
	Early Ancient - Zulu, Egyptian, Greek, Babylonian
	Late Ancient - Iroquois, Roman, Persian
	Early Middle-Age - Chinese, Japanese, Indian
	Late Middle-Age - English, Russian, French
	Early Industrial - Quebecois
	Late Industrial - German
	Modern - American
3) As for the Golden Age due to unit in Industrial age, well... ok, so, Quebec never had really a Golden Age then, quite the opposite, but who cares? It's a game afterall =) And beside, IF the Patriot had overthrown the govt, a Golden Age would probably have occured.
4) The new Govt... I just wanted to make a quick one, I have no idea how balanced it is. It SHOULD be better than pure Democracy in peace time, but a Democracy would be better in wartimes, as units costs a lot in a Socialist Democracy. However, Socialist Democracy can draft units to defend themselves and have some free units that will mostly go to defensive units and/or workers.
5) Am I tired and I just want to make a fun little mod. And, hey, it's my first one =)
6) Realize how hard it is to make a mod when the only thing you want to do is play Civ3 =)
