The Spanish-American War: The Carribean v1.0

Background:

	In April, 1895, Jose Marti started the second Cuban Revolution.
The Spanish sent General Wyler to put down the revolt. In 1896, Gen. 
Wyler instituted a concentration camp system in Cuba, which ended up
killing thousands of Cubans. As the Cubans intensified their guerilla
war and Wyler strengthened his fortifications, American politicians
saw a golden opportunity to expand their empire by exploiting Spain's
weakness. After using the explosion of the Battleship Maine in Havana
Bay, American Congress declared Cuba independant of Spain and imposed 
a blockade of Havana, thus beginning the Spanish-American War. In one
of the early signs of British-American cooperation, Britain blocked
action by many European states that wanted to aid the Spanish.
	At the conclusion of this war, Spain ceded Puerto Rico, Guam, 
and the Philippines to the U.S. and granted Cuba independence, thereby
eliminating the remains of Spain's once great empire and extending the
American empire from the west indies to Asia's doorstep. And while 
Cuba technically gained independence, almost all of the decisions made
in the country had to go through the U.S. Congress, who would often
rig elections. Jose Marti had warned against allowing the Americans
to land in Cuba, and sure enough, the next 60 years were under virtual
American control. Now its time to change history...

Players:

Cubans: (recommended) They have better mobilization capabilities, but 
poor defensive units. Their best bet is guerilla warfare in the jungles.
The primary goal is to take control of Cuba, but as the game moves along,
you find the Americans poking in your business. Keep them off too because
they have no intentions of supporting home rule either.

Spanish: (recommended) Better defenses, but very poor mobilization. If they want
to succeed, they must keep their sugar plantations running. The rebels undoubtedly
will be targeting the plantations as objectives, and they are the Spanish's source 
of income from Cuba. Do everything you can to defend them. Watch out for the 
Americans. If necessary, get help from the Germans.

British: (maybe) The Spanish-American conflict really doesn't concern them much. 
Their main concern is the possibility of Germany gaining strength in the Carribean,
which would threaten their ever valuable sugar islands, not to mention having
Germany getting another foothold in the world. Their goal is to impede or even halt
German participation in Carribean affairs.

Germans: (maybe) They don't like the British at all, and are beginning to get
a strong revulsion to the Americans. Aiding the Spanish is a way of ensuring that
the Americans don't build an empire in the antilles. Take any land you can, and put
your new U-Boat bases in the Virgin Islands to good use.

Americans: (maybe, but I doubt it) They want to build up their power significantly 
in the Carribean. With this revolt in Cuba, and a revolt in the Philippines the 
following year, the Americans cast envious eyes on the remains of the Spanish empire.
Once you find the correct time to take advantage of Spain's weakness, declare war!

Neutrals: (I don't think so) Serve a purpose, not a lofty one, but still serve a
purpose.

Most of the terrain was taken from MPS scenarios, but the ocean was done by Andrew Hoekzema
and the Mountains were done by Harlan Thompson

The fortification and fort graphics are from Mike Jeszenka's WW2: Japan scenario

The plantation graphic is from Captain Nemo's American Civil War scenario

The industrial cities are from Cam Hill's Gangster scenario

The flags are from the Allflags file

The icons are from Allard Hofelt's Boer War scenario and the allicons file
