Readme for 'Empire of the Rising Sun,' a Civilization II Test of Time scenario by Patrick L Shephard (Patine)

This is a scenario about the Second World War in the Pacific from a Japanese point of view. You MUST play as the
Japanese for this scenario to work as intended. All of the events and much of the rest are dependent on this.
Playing as the Americans will be far too easy, and all other players have very limited roles. So please play as
the Japanese. That said, here's the house rules:

1.)Make the Philipines, Burma, Malaya, Singapore, Hong Kong, the Dutch East Indies, New Guinea, the Solomons, the
Aletians, and Hawaii your first priority. Taking them all by mid-1942 will make the events work best (and you should
begin with enough forces to do it).

2.)When Freight and adjacent Freighters are generated in key captured areas (once they're captured), load the Freight
onto the Freighter and take it to cities in the Japanese Home Islands (Tokyo, Osaka, Hiroshima, Nagasaki, Kagoshima,
Niigata, Sapporo, and Naha). Open a trade route Then, disband the Freighter in a Home Island port for shields. DO NOT
use Freighters as free troop transports; though they may pick up troops stranded at sea because their Landing Craft was
destroyed, they MUST then deposit them in a friendly port, not an attack beach. DO NOT use these free Freight to trade
with cities not on the Home Islands, or disband Freighters in other cities. WARNING: after a time, US Submarines will
make shipping lanes in the area unsafe. These rules also apply to the one Freight and one Freighter in French Polynesia
(no more will be generated free there).

Units Named in Japanese
Note that most of your ground units are named in Japanese. This is largely for flavor. The following defines what those units
are exactly.
Giyugen Hohei-These are strictly Home Island Defense. They defend very well, but do not move and cannot be built, though if
one of your Home Island cities is captured by the Americans and then you liberate it, you receive one free in that city
(note that the same applies in reverse for the Americans for Canadian Infantry, US Home Forces, and Australian Militia in
Canadian, American, and Australian, respectively, home cities). Another house rule is not to transport or airlift them to
other cities.
Kempetei-Defensive IJA (Imperial Japanese Army) infantry; serve as garrisons and to hold positions, but may also attack with
limited ability.
Hohei Butai-Offensive IJA infantry; can ignore city fortifications like artillery, and move further than any other infantry.
Senpaku Hohei-IJN (Imperial Japanese Navy) marines; good for storming islands and coasts, as they can make amphibious assauts,
also used to garrison such captured territory.
Kihei-Japanese cavalry (the IJA wasn't as mechanized as their German counterpart); they have a good move and are alpine, but
are better at attacking units in the open than storming fortified cities.
