Choosing the right government is an important factor to your
success in this scenario. Because having a balanced budget is
important you will want to have a government which maximises
trade. You will also need to keep people happy, which gets
harder the more Democratic your government type is.

Just to clarify, the government types differ on the type of 
sovereignty, the accountability of government, and the 
participation of the people. Each government is described separately.

To change your civilization's government, you must have a
Revolution--select "Revolution" from the Kingdom Menu.  This
will entail a brief period of Anarchy.

^DESCRIPTION
Anarchy represents not so much a government type as the
lack of any stable government. Anarchy occurs when your
civilization's government falls, or when you decide to
have a Revolution. After a few turns of Anarchy, you will
be able to reconstitute your government.

Anarchy is similar to Dictatorship, except that the corruption
rate is VERY HIGH (see entry for Dictatorship).  However, no
taxes are collected during a period of Anarchy, and no
scientific research is conducted.

always an inferior form of government.  Try to switch to a

Communism, or at least Lenin's version of it, is very Utopian in
conception with a strong grass-roots communal function in a 
pyramid structure of government. After wealth is redistributed to
form a classless society there will be no need for alternative 
political parties, and as legislators are elected they are 
accountable to the people. In practice, Communist regimes have
been elitist and the people have been subjugated to the state.

Up to three military units in each city will institute
"martial law", converting *TWO* unhappy citizens into

Under Communism, state control of the economy eliminates
organized crime. Your cities will experience only slight
corruption from bureaucratic enemies of the people.

^SPECIAL
All SPY units produced under Communist governments are
given VETERAN status.  Under Communism, none of the
science/tax/luxury rates may be set higher than 80%.

^HINTS
Communism is best for large, far-flung empires which need
to maintain a large military.  Use your powerful spies to
steal technology from the capitalist pigs.

^DESCRIPTION
"Fundamentalism" is a morally charged, emotive term, often used as 
a term of opprobrium, particularly in combination with other epithets 
(as in the phrase "Muslim fundamentalists").
They feel that legal and governmental processes must recognise the 
way of life they see as prescribed by God and set forth in Scripture. 
The state must be subservient to God, in their eyes: this, however, 
is a basic belief of most religions.

Can support up to TEN units for free; additional
units cost one shield each.  Settlers eat TWO
food per turn.  ONLY Fundamentalisms may produce
FANATIC units.

^HAPPINESS
Under Fundamentalism, NO CITIZEN IS EVER UNHAPPY!

^CORRUPTION AND WASTE
Fundamentalism has a LOW rate of corruption.
However, Fundamentalism has the special disadvantage that
all SCIENCE is HALVED.

Improvements which convert unhappy citizens to
content citizens (Temples, etc.)
produce "tithes" equal to the number of citizens they would
otherwise convert.  They also require no maintenance.
The diplomatic penalties for "terrorist acts" committed by

be set higher than 80%.

Fundamentalism eliminates all happiness problems and provides
an excellent revenue.  Scientific research tends to languish.

^HINTS
Switching to a Republic can give an astounding boost to your
science and tax revenues, although you'll probably have to
divert some of your trade to luxuries.  It becomes more
difficult (and expensive) to keep an army in the field, but
building the Womens Suffrage wonder can help with this
problem.

scientific research.  However, because of the severe
happiness restrictions on military units, this form of
government tends to be viable only for large, advanced
civilizations.  Increasing your luxuries rate and building
Wonders can help alleviate this problem.
