.  1 BRIEFING AND OBJECTIVES

.  After victory in the Sino-Japanese war of 1895, Japan was forced by the
.  European Powers to return most of her conquered territories and then was
.  subject to discriminating immigration laws in the U.S. and an unequal quota
.  of warships in naval treaties in spite of fighting on the side of the Allies
.  in World War One. For half a century, Japan has worked relentlessly to
.  improve her infrastructure and armed forces in the quest for international 
.  recognition and respect, something no Asian power has been able to claim.
.
.  Reckless modernization and expansion however has come at a price and by 
.  1937, Japan is on the verge of economic collapse unless the resources of 
.  China and South-east Asia can be secured. Can you serve the Emperor and your 
.  people by negotiating peace with both Great Britain and the United States 
.  AFTER taking control of 32 objective cities.

.  2 HOUSE RULES

.  a. Play only as Japan
.  b. Twin-engined bombers cannot land on carriers 
.  c. No transferring of Techs during negotiations
.  d. No renaming of cities
.  e. If you kill a U.S. Marine before Pearl Harbor => NO PEARL HARBOR

.  3 IMPORTED RESOURCES and the 'other' Japanese Tribe
.  ==============
.  'Resources' units will appear randomly in certain cities once you control
.  them. In order to use them, transport these units to the Japanese(P) ports
.  of Matsue or Sendai and use them to 'attack' the cities. This will create
.  'Supplies' units which can then be moved to other cities and disbanded for
.  their shields. In many cases, this is the only practical way to build
.  expensive units and improvements. You may of course reintegrate one of the
.  two ports into the main economy if you wish but if the remaining one is
.  destroyed, that will mean the end of your resource collection network.
.  They also control two listening posts which you should ignore.
.  
.  4 ALTERNATIVE CITIES SET
.  ==============
.  There is an alternate city set called Acities.bmp which can be swapped 
.  with Cities.bmp. This set departs from the traditional concept of cities 
.  and represents them with geometric shapes just like any ordinary atlas 
.  would. What it loses in visual appeal it makes up with its ability to give 
.  you a crystal-clear strategic overview.

.  5 MISC - HISTORICAL PERSPECTIVE
.  ==============
.  As with Zweiter WeltKrieg (ZWK) my other WWII scenario in the series, 
.  Dainichi Sekai Taisen (yes you'll probably just refer to it as DST) 
.  embodies the economic and political aspects of the day and does not 
.  focus exclusively on military strategy. So the player will not be 
.  artificially constrained into taking exactly the same path as the 
.  Japanese did in history. However, the inherent historical constraints 
.  and goals are still there. Japan has a bigger military capacity at the 
.  onset but is hard pressed to replace casualties because of her inferior 
.  economy and industrial base. At the same time, the Allied forces will 
.  only grow from strength to strength once military conflict is ignited.
.
.  For example, if you should want to attack the U.S. in 1937 instead of in 
.  Dec42 or use tactics that provoke a U.S. sneak attack on yourself, you 
.  are free to do so. Notwithstanding the fact that you won't even have 
.  torpedo or dive bombers at that stage, you are free to do so. Even 
.  though it eliminates a two-year window of extra Japanese research time 
.  over the Allies, you are free to do so. Even though it robs you of the 
.  opportunity to play the pearl harbor gambit, you are free to do so.

.  6 MISC - CREDITS

.  Unfortunately my XP machine has robbed me of many of my creative tools 
.  including my Adobe Photoshop and this scenario has much less new material
.  as opposed to its predecessors. Unlike before, I did not make new icons
.  and units. Much of the graphics is MacGyvered from existing material.
