Readme for "The Mexican Revolution" Scenario by Patrick L. Shephard

First off, this is not my first Civ II scenario, but its the first I've tried to post on the Internet. It
is based on the Mexican Revolution and surrounding events in Middle America, and focuses on the two factions
of the New Spain Colonists versus the Mexican Revolutionaries. There are also the Central Americans, who are 
a separate faction due to their autonomy and later declaration of independence from Mexico (though they begin
allied to the New Spain Colonists and the Spanish). The Spanish start with control over Cuba, Puerto Rico,
the region of Hispaniola that is now the Dominican Republic, Florida, Panama and the city of Veracruz in
New Spain from Seville, on the eastern edge of the map. Neither the Mexican Revolutionaries nor the New Spain
Colonists can negotiate with the Spanish, the Mexican Revolutionaries being perpetually at war with them, 
and the New Spain Colonists starting allied with them (representing their colonial obligation), though events
turn them to war with them (representing Iturbide's decision to join the revolution with power over the New
Spain administration after the Viceroy gave into pressure and resigned). The British and French aren't really
meant to be played, but are meant to be a foil to the Spanish and possible allies (or adversaries) for the
New Spain Colonists and/or Mexican Revolutionaries. The Haitians are a poor choice for a player, as they're
largely there for completion. A note on governments: the New Spain Colonists have a government type called
"Colonial Law" that fills the Communism slot, but has corruption (Palace distance 10); the Mexican Revolutionaries
have the Republic, but have a renamed Women's Suffrage and the Total War Flag active so they can maintain
a war effort; the Central Americans have "Regionalism," which replaces Democracy, and though it makes them
wealthy, their strain on support and production during a war make them a poor choice as a player; the Spanish,
British and French are all Monarchies, though the Spanish and French begin with insufficient income to pay
for their improvements, but a lot of beginning Gold; finally, the Haitians are a Despotism. As a note, I gave
Iturbide the title "Viceroy," even though he was not such, as he held near total power over the Viceroyalty
at the time. I've also disabled government switching, tech from conquest and pollution. Each nation gets a
unique defensive foot soldier (called Infantry or Militia with an identifying one or two letter abbreviation),
and, except for the Haitians, a unique offensive mounted unit (called Cavalry, Raiders or Dragoons with a
similar identifier), with attack and defend values based on their quality at the time, as well as Advanced Cavalry,
which comes with Tactics and is better than anyone's mounted unit, though Artillery, Settlers and naval, trade
and diplomacy units are the same for everyone. This scenario only goes to a certain extent on the tech tree,
cutting off around the late Renaissance, early Industrial Revolution, and a some improvements have been renamed
or deleted and Wonders have been changed significantly.

I'd like to say I can't design graphics with any skill at all, so I think I should give proper credit for the
graphics I used in this scenario. First, much of it was drawn from MicroProse stock, namely the Atlantis,
Civilwar, Independ, Napoleon, Newworld and Verne scenarios and Library. I would also like to thank Morten Blaabjerg
for the graphic I used for the H Militia from his AfricanUnits, Harlan Thompson for compiling the graphics I
used for the Natives and Mayan Warriors barbarian units, the Big Fort city style I used for the British and French
and the icon I used for the Church improvement (replaces Temple), the BaudUnits designer for the graphic I used
for the Banditos barbarian unit and Jesus Balsinde and Jesus Munoz for the city style I used for the New Spain
Colonists, Mexican Revolutionaries, Spanish and Central Americans from their Cuba scenario.
