^After the execution of the Mexican revolutionary Father Miguel Hidalgo y Costillo in
^%STRING1, a period of unrest has begun in New Spain fueled by unpopular policy from
^Spain and corrupion in the Viceroyalty. The revoltionaries now have a new leader,
^Jose M. Morelos y Pavon, who is set on Mexican independence from Spain. Already, they
^hold Guanajuato, Chilpancingo, Guadalajara and Acapulco and are gathering forces to
^capture Mexico City. The Viceroyalty of New Spain is largely autonomous in its
^authority, and must hold of the rebellion with little help from Spain (who only hold
^direct authority over Veracruz in Mexico). The Central American provinces, under their
^Captain-General, while in league fully with New Spain, are quite autonomous and aren't 
^prepared for a war effort. Britain or France, who both have colonies in the region,
^may aid either the revolutionaries or viceregals, but seek mostly to capture Spanish
^Caribbean colonies, which are directly under the Crown, though the British and French
^are fiercely at war with each other. The Haitians, having recently become independent
^from France, are of historical interest only in this scenario. You should play either
^the New Spain Colonists or the Mexican Revolutionaies, as they're the heart of the
^scenario. You may try your hand at the Spanish or Central Americans, but both have
^administrative issues (Spain is deeply in debt and Central America is woefully
^unprepared for a prolonged war). The British and French largely serve as potential
^allies or enemies for the main players and as a foil to Spain, and the Haitians are
^largely there for completion.
