	Because of the Americans and Iroquois getting destroyed, an alliance
	setup against the Japanese, it would be hard to get the vote.
	All 10000g I have can't do it right now (reloaded a few times looking
	at possibilities, always inconclusive), wanted to try to launch anyways.
	Gifting the Iroquois and Germans 10+ techs each (and giving very good
	deals otherwise) didn't pay off.  They like France too much. :(
