	The Russian revolution of 1917 left the empire literally split in
two the Bolshevik regime led by Lenin took control of Moscow and the european
half of the empire. Whilst the Whites or Siberians took the asian half. The
european arena lies split in the midst of WWI as Germany vies for power over
France against Britain. In the mid-east the Turks work on industrialization
and seek to remove the foreign control over Persia. In the far east China
is still a low level technology nation but it's size make it a heavy 
contender. In the Pacific Japan seeks a life of solitude and has remained a
neutral nation. The arena is huge and the Empire fights a People's Republic
that has lots of support. It will be a long battle, unfortunatley you have
until January 1926.

	I suggest you play as The Russians, Siberians, Chinese, British or
the Germans. The Turks can prove a challenge for the experienced player.
The Japanese are neutral and not to be played.


 ADVANCES
	No advances have been removed, however most of them have already
 been discovered. Considering the high price of science you may never even
 notice. A few advances have been added to make things fun.

	FOREIGN RECRUITING: Allows Cossacks units which the Communists used
effectivley against Siberia in the war.


 UNITS

	There are lots of new units in this scenario. Only one of the existing units has been modified significantly; Paratroopers' range for paradrops is much shorter than normal. Most of the new units have yet to be
discovered and we aren't revealing anything. 


 WONDERS

	Some wonders have been renamed and their prerequisites and 
expirations have also changed some have been built already.


 SPECIAL NOTES

	Here are a few more things you ought to know:

	* Changing governments is not possible in this scenario.

	* Tech cannot be gained by conquest.

	* Pollution IS a factor.

	* This is a total war scenario, meaning that spacecraft are not a
	  consideration. You can only win utterly before the timer runs out
	  if you conquer the whole world.

	* Each turn is one year.

	* You have about 100 turns to complete the scenario.

	* Scientific research progresses at a 20/10 rate.

 MISC. NOTES

	Whites was a term given to the tzarist faction by the communists. The name
Siberians more accurately defines the royalist empire better.
