Logic Loop former: What to do with the mineral square?

Seeing Corelli Omega-9 is undergoing maintenance, I will organize this Internal Affairs poll under my duties of Second Function.

The question is simply: how should we terraform the mineral square NE of Logic Loop, currently producing 2 nuts, 3 mins and 0 energy per year? There was a discussion about that already a while back (don't know the thread anymore though), and two options were proposed:

1) Plant a forest. That will change production to 1-4-1 nut-min-ene. Planting the forest will take four years. Building a road after that will take three years IIRC.

2) Construct a mine and cultivate a farm. That will change production to 2-5-0. Constructing the mine will take eight years, cultivating the farm four years, and building a road two years IIRC.

A poll isn't complete of course without:

3) Write-in: who knows someone has another suggestion now.

4) Experiment with genetically engineered Cybobanana trees!!!

This is a single choice poll, with a three day voting limit.

I would ask for option 2, with the order of road>mine>farm, so that we can move in any other formers to maximise time.

If we choose option 1 though, can we plonk down the road first, being as then it's 2 turns + 4 turns for 6 turns, not 7.

I'm up for the planting forest. Corellion also posted before he left that he wished for a forest. Indeed, although this poll obviously overrides that, since both he, as the IAF, and myself, as the PF agreed on a course of action, and it is not a major action (or even a blanket one, just an every-day action) then it did not need to be polled, and would have gone through as forest. However since we are democratic a poll option is always available I voted forest. I think that is needed more ATM, and when we get tree farms it becomes much better. Moreover, we need terraforming now, as other squares want attention, thus I think forest now, and if wanted, go back later to change it. We want to get the energy formed too. With tree farms we get 2/4/1 (only 2 techs away IIRC) and with a hybrid forest we get 3/4/2

On what constitution do you base that statement?
