Welcome comrades to this, the seventh special edition of PRAVDA - the offical newsletter of the Human Hive. We're knee deep in babies here at the PRAVDA office after the Chairman's announcement in the last edition, but the loyal PRAVDA comrades have nevertheless managed to produce all the news you need. All hail to the glorious Chairman Voltaire and the members of the Peoples' advisory council!

Hive Comrades Vote To Accept The New Constitution!
With a massive turn-out, and more than 109% support, the New Hive Constitution was officiall accepted by the Human Hive. The Constitution is far too extremely liberal, and grants free speech and full rights for ALL! The full document will shortly be available for download from your nearest Network Node.



The official positions are defined thus :

Central Continuing Committee (CCC)
The Central Continuing Committee of the People and the Party of the Human Hive is the highest organ of state power. The CCC is ultimately responsible for everything the Hive does. The CCC holds executive and legislative power. The CCC is split into four main bodies, which will be detailed later. The main members of the CCC is the Chairman, Deputy Chairman, Commissioner of Foreign Relations, Commissioner of General Security, and Commissioner of Public Safety. The CCC can remove anyone from their position of power (excluding the Chairman), and may dismiss the People’s Advisory Council (PAC).

Chairman – Voltaire
The chairman is the leader of the CCC, and therefore the leader of the People of the Hive. The Chairman exercises legislative power with the CCC. The chairman cannot be removed by any individual or organization (excluding him/herself); until such time as he decides to resign, the chairman is Voltaire (but that’s okay seeing as he is an infinitely capable leader). The chairman appoints and removes members of the CCC, executes supreme state power, declares war, declares martial law, issues titles of honour, issues orders of special pardons, and issues orders of mobilization, ratifies treaties, agreements etc. with foreign powers. The Chairman also nominates all members of the CCC.

Deputy Chairman – Jamski
The deputy chairman acts in place of the chairman when the chairman isn’t able to perform his duties for whatever reason. S/he “assists” the chairman, and may be conferred other powers by the chairman. The deputy chairman is elected by the People’s Advisory Council (PAC) and cannot serve more than 2 consecutive terms.

Commissioner of Foreign Relations – Gnool
The job of the Commissioner of Foreign Relations is actually currently undefined in the constitution, but that will hopefully be amended very soon.

Commissioner of Public Safety – Frankychan
The Commissioner of Public Safety is responsible for maintaining law and order throughout the Human hive. S/he handles matters of treason, counter-revolution, such as disrupting the socialist economy, disruptions to the safety of the public etc.

Commissioner of General Security – Vev
Also currently undefined in the constitution.

Commissar of Counter Intelligence – vacant
Subordinate to the General Security Commission, and undefined in the constitution

Central Military Commission
A semi autonomous commission (but ultimately subordinate to the CCC) that, under the guidance of the People of the Human Hive, directs the Revolutionary Army of the Socialist People of the Human Hive.

Undefined in the constitution

Director of Joint Communications – Octavian X
Undefined in the constitution

Director of Military Intelligence – Honghu
Undefined in the constitution

People’s Advisory Council (PAC)
The PAC is the Peoples’ voice in the government – it comprises of 5 deputies elected by popular vote. The deputies in turn elect the People’s Ministries. The PAC, as it’s name suggests, is an advisory council and proposes and gives advice to the CCC on numerous issues, including amendments to the constitution, the creation of prefects (think of them as provinces), the creation of new administrative bodies, economic and social policies, the creation of autonomous regions, annul orders that contravene the constitution, if it’s necessary create and appoint members to committees and enact and amend statutes with the exception of those which should be enacted by the Central Continuing Committee, to give you a broad outline. It may have further powers extended to it by the CCC. The People’s Ministries will now be discussed.

Minister of Information – Tassadar
Undefined in the constitution, but it’s somewhat obvious that the Minister of Information is responsible for informing the People about what’s happening, and telling them other important information they need to know.

Editorial Deputy – Jamski
Subordinate to the Ministry of Information. Undefined in the constitution, but is responsible for the publication of Pravda, the newspaper of the Human Hive.

Promoter of Public Morale – Vev, Gnool
Subordinate to the Ministry of Information, undefined in the constitution. (One can guess that the Promoter(s) of Public Morale are responsible for keeping the people happy)

Minister of Scientific Knowledge - Static Universe
Undefined in the constitution, probably responsible for directing state research and technology.

Minister of Social Engineering – vacant
Undefined, but fairly obvious

Minister of Industry & Development – vacant
Undefined

Commissar of Economic Development – Micha
Undefined, subordinate to the Ministry of Industry and Development

Commissar of Infrastructure – Micha
Undefined, subordinate to the Ministry of Industry and Development.

Welcome The PAC!

Comrades, with the new constitution implemented the time now comes to officially elect deputies of the Peoples' Advisory Council. No longer will the Council consist of all Party members, according to Article 18 Clause 1 of the 2109 Constitution of the Human Hive, the PAC will now consist of 5 deputies. As such the CCC requests that Party members put nominations forward for the positions.

An unofficial newspaper called "rumor mill" circulated in the fellowship city base has recently caused public attention. In an article it reported: "We've been getting some early information from various industry sources over the last week about a secret project that is being initiated in the Office of military intelligence. Word is, the OMI is currently prototyping an infiltration unit called 'probe team'. " The article is hurriedly written and highly emotional. It did not provide any remotely reliable account or captures any details. However, it came with a blurred photo of something resembling a robot. The newspaper was confiscated on the same day of the report by the Commissioner of public safety for reason of "spreading rumors, disrupting social order and violating social stability." There are also words about possible personnel change of the director of military intelligence.

Would all comrades please be on the look out for anything resembling this :

A Salute to the Brave Hive Soldiers
From our Glorious Marshal.

The Office of the Marshal has received reports of a glorious military victory at the front! As our mechanized units stormed over the fungal plains in search of new land to support our emerging industrial needs they encountered a mass of evil mind worms. However, it only took minutes for our highly trained forces to overrun a surprised enemy. Thus, through a combination of lighting speed, superior training and technology, and trust in the leadership of the Marshal, our armed forces emerged victorious once again! However, this victory was not without sacrifice. During the battle a platoon fell behind leaving a flank open to attack. Many men were lost in the ensuing battle to regain our momentum, but it was worth it and the tide was quickly turned back in our favour. Also, I have ensured that no such mistake will happen again as all persons who survived from that section were nerve stapled into an indefinitely long state of shock the commander was "relieved" and a new, more competent one was installed for that platoon. As it stands the Revolutionary Army of the Socialist People of the Human Hive has yet to loose a battle to anyone! This is a trend I, the Marshal, vow to uphold!

The chairman decrees a new law calling for mandatory dancing by the citizens to promote good health, co-ordination, harmony, peace and goodwill. From now on, any citizen not found dancing at registered dance classes will practice for their good health, co-ordination and harmory with the Crimson Guard.
