    Can starbases also defect

    I have a starbase which is spreading a lot of propoganda/influence. In the near future, I guess, all the enemy systems in that sector will defect.
    Next to my starbase is a small enemy starbase.

    My question: can starbases also defect?
    Somebody told me I should get a signature.
