This bug applies to PTW 1.21 online games in simultaneous mode.
Here is our start position, two towns that need connecting and 3 workers.
We order the workers to Road To the first tile.
They move to the tile, but they can be reactivated!
We order them to Road To the next tile.
They build a road on their current tile, and again they can be reactivated.
We continue with Road To and Wake All orders until our entire road system is finished the same turn.

I would assume that this bug would also work for building railroads also...By the way, did you notice if this also occurs when performing irrogation/mining?

I posted about this already in the bug thread- as far as I know, it only works with roads/railroads.
