    Is there some medical explanation for this?

            Some people talk out of both sides of their mouths at the same time. The explanation for this is that they are liars and many times corporate executives.

              It could be the result of a palsy or a stroke or some other neuromuscular disfunction. It could be the result of the two halves of the brain not coordinating. I had a New Wave friend who claimed it was the sign of dishonesty. It could be someone doing that Seinfield voice: "Hellllooooooo, la la la."

                Yes, Chretien does have Bell's palsy, which paralyses some of his facial muscles.

                Often, orthodontial problems can cause peopel to have sloping mouths too.
