All you have to do is save a suitable MGE palette, and then load that palette onto this image.

Even if I use Photoshop and can't follow your instructions to the letter, I managed to get something (after some short struggle): thanks a lot!
EDIT: seems I could have avoided the effort! Let's compare my work to what rmsharpe did...
OK, only a small difference in colour, mine seems a bit lighter...
BTW: I noticed the same thing in my conversion: the "transparent" purple at the bottom became an opaque grey...

There are elements from both these creators in the icons.

It doesn't always convert with the closest colours in the palette in paint. When you convert in PSP you can choose to convert with the closest colours matching, making it look better than a paint conversion.
You may not always see this with the naked eye, but if you zoom in, you'll see that some pixels get weird colour choices, becasue it may ecceed the scale of that certain colour in the MGE format conversion.
