    Most thugs aren't Muslim.
In this case they are, despite not being anywhere close to the majority of the population in Germany. So my question, is, if it's men that are to blame why are the perpetrators from the Middle East?

We will see how good the police in the major cities will manage the situation next month, when it is carnival ... and in both, Düsseldorf as well as Cologne there will be huge carnival processions, with probably even more celebrating and drunk people than during Sivester.
If what I've read is any indication it's far more likely that your authorities will try to ban these outright, at least public processions, etc. We are having similar issues in Canada, though on a far lesser scale. I hope we don't have a large terrorist attack like our friends to the South, or in Madrid, London and Paris.

This. The mayor did indeed blame the female victims and then issued a code of conduct and dress code for women. I have a better idea: Arrest the Arab rape gangs and make sure they are never breath free air again.

She was overly shamed for doing that. I don't pretend to know what they are going to do except shame men.

I'm guessing that's easier said than done.

Telling women, who were the victims here, that they needed a code of conduct was extremely insulting. I have a better idea; arrest these Arab gangs, lock them up in prison, and make sure they never see day light ever again.

Probably why you can expect a repeat performance during carnival time in Cologne.

Oh, you know that is going to be true. Europe is going to have so many thing to look forward to due to Merkel.

They surely won´t do this ...
those carnival processions aren´t just some people walking around, but rather an organized event where trucks, often with satirical (and political) pappmaché displays, drive around a fixed route and people throw sweets into the crowd.
Each truck belongs to another carnival society/club and its members work for several months on the pappmaché displays for their truck (and are the ones who during the shrove monday procession drive atop the truck and throw the sweets).

This may give an impression of those processions:

In the carnival capitals (to which Cologne and Düsseldorf belong) those carnival processions involve not only a lot of time (from the members of the carnival clubs, as well as those who organize the whole procession) but also a huge amount of money.
So, canceling such a thing would definitely be the last thing any of the carnival capitals would do (and surely would be something only be done if there were, for example, absolutely believable indications for an imminent terrorist attack during such a procession)

Maybe they will tell women not to go.

Interesting. I don't know enough about my German Catholic heritage. Thank you for that! I will have to go to Cologne sometime. As well as Vienna. Stay safe over there.

The mayor of Cologne, Germany, has come under fire for advising women to stay “an arm’s length” from men after alleged sex assaults and muggings in the city.

At least one German broadcaster, ZDF, is admitting that they intentionally did not run the story because the criminals were Arabs and they wanted to be politically correct.

No wonder so many Germans no longer trust their media. They lie by omission.

Now the question is what will be the fallout, because this is clearly a scandal.
