Except that it happens so rarely that it's statistically irrelevant. There have been countless Republican investigators who have tried to prove there's this mass fraud going on, and every single one has failed miserably. It's a myth that's used to try and justify disenfranchising millions of legitimate voters.

So people who got their license confiscated, or who are poor, or what have you (black?) have it difficult to get a Photo-ID but it is ok because their cases are not applicable to people as a whole.
