As an aside, I think this is a pretty stupid policy. As I understand, it stems mainly from the fact that we've historically been ****ing terrible at assassination missions and the CIA had a whole string of massive screwups during the Cold War and Congress was fed up with the scandals.If there is no sound in space, how come you can hear the lasers?
