    Aargh! Once again a friendly civilisation has gone to war against an allied city state. But I cannot ask or demand that the two make peace because there is a "permanent state of war". How does this arise?
    Taxation without representation is still tyranny.

    Forget about the puny diplomatic options. The Civ5 way is to declare and crush them. Certainly the AI won't know the why to that declaration, but you're on a self-hurting path if you care for the AI.

      I agree with ELDonReal, but to answer your question. The Friendly Civ probably attacked too many CS and your allied CS was part of the random group that bands together to fight the Civ. IMO a very stupid aspect of the game.
