Killing off city after conquered or even built by you?

Im on a mega map with maybe 15 civs.

I have been keeping conquered cities, but now, maybe would like to kill them off.

Is this possible, after you get the prompt to burn or install a governor?

How about say one of you cities?

I have tried to find a way to do that, including looking through Civilopedia and the game manual. There seems to be no option or hotkeys available.

So far as I could tell the only way to get of them is to gift them (or go into Worldbuilder to delete them).
