When you go to the diplomacy screen, you can get to see a animation of a person/alien being scaned.

Is there any way to modify this image?

i addressed your question to chuft as he made this guide about custom .flc biography movies for the Diplomacy screen.
he hangs out in the Skunkworks. you'll come across some other SMAC modders in there.
