Best way of getting around? Either taxis or OC transpo. Depends where you're staying.
Places to stay? I'd stick to downtown. Vanier is full of welfare frenchies and crack whores, Orleans and Kanata are suburban hellholes.
Westboro is a shithole suburb that can't decide if it wants to be gansta or yuppie. Avoid it.
And don't visit Ottawa in the summer, it's too bloody hot and humid. Don't visit in the winter, it's too bloody cold. Spring and fall are ok.

Ok, just checked out the map. There's the 60 train with a stop at Westboro. Great. Now I have quite a few more options.

The 95 bus runs from downtown past Westboro. It's a Transitway route so it's fast, about 10-15 minutes IIRC.
Not sure about the train, the only line that was in place when I moved was the North/South route from Carleton to Lebreton Flats.

You should be able to find a room at Royal Ottawa. It's pretty close to Westboro.
