Ras is right. Rules say nothing about gaining vouchers. In this case Arab lost no vouchers and I lost one since I was the one to get the tech.

Voucher (originaly): right to give away tech, it cannot be traded
Since we made the rule change voucher can be traded _IF_ it used up in the same trade so now the voucher actually is the right to trade away a tech _or_ receive one.
Some of the report here is really confusing, it would be easier to follow if you write exactly who payed the voucher.
for example:
Japan has received a tech, -1 voucher to Japan (6(remain))
or
Japan has give away a tech: -1 voucher to Japan (6)
or
Japan has received a tech from China, :-1 voucher to China (in this case it may be enough if only China reports it)
In any case I think everyone should keep track how many vouchers you have left and put it in the tech trade report so it's easier for Robert to follow.

this is the confusing part.
Ozzys statment said it far clearer.
Arabia gave a tech to Holy Britania. Holy Britania paid the cost of the Tech trade.
We cant give vouchers to others, they are only to be used to pay the cost of trading.
one tech costs one voucher.
