What do you mean? Its a low magic setting (at least in the begining).
"A game of thrones" could be done with almost no fantasy graphical resources, all it would really need to be playable would be a good map and a smart choice of leader traits to allow the dynamics of Martin's saga to unfold.

I mean you need a map, city names, units, preferably a tech tree of some kind.
Units needing work include undead in the north along with giants and mammoths, the black guard don't need much graphics, the rest are medieval infantry, knights, drown warriors, clerics, aldhemists, navies. The dragons needn't be in, although they are in the books.
