What is victory condition "Europe"?

I can understand time, independence, economic and industrialization, but Europe hell no...

Europe Victory is what the King achieves if you fail to defeat him by the end of the game.

That's the "Grind the Rebels Under Your Heel" victory.

So if in a custom game I turn off the europe victory, there isnt a time limit anymore?
