    what does that mean? I know it only declares war if it has a military to back it up (ie, is high on the power graph and has a lot of units) so this is similar.

      I have read at CFC that (for some reason) things like factories are included in the power-graph calculation. Have no idea re raw hammer values, though.

        Say CivA has an army 3/4 the size of CivB's army. CivA and CivB don't get along and CivB is an agressive leader. Although CivA has a production 50% larger than CivB's. Would CivB factor in their weak production when deciding to declare war?

        Edit: @Jaybe: I knew that, but it is total production I like to know.

          No.

          Although, as Jaybe pointed out forges and factories do count toward power a little. I think about as much as an archer.
