It would have to rely heavily on go-to events and create unit events, as barbarian cities doesn't produce any shields, nor does it move rationally.

But why remove Germany anyway? What civ do you think should be there instead? When I've made ww2 scens I've had the luxery problem of having more than enough civs. There's allies (1), axis (2), soviets (3), japanese (4)...what else? independent usa (5), for poor allied co-ordination? china (6)? vicy-france (7)?

Much better to have the neutrals as barbarians, and hex edit them to be allied with the war civs.

Only if the scenario would be set after June 1941.

You could hex-edit the Germans not to attack Japan.
But the Barbs do act somewhat insanely, and do not fight/fortify intelligently.

Well, *technically*, that statement could be seen as true, if viewed in a certain way. Are not most Germans descended from the various northern "Barbarian" tribes which inhabited the area in Roman times? The same could be said of the Engish, as most of us are descended from the Angles, Saxons and Vikings, or the Celts, Picts, etc... The only problem with saying it that way, however, is that the word "Barbarian" has many negative connotations. If it was meant in the negative way, ie: "Germans are BARBARIC", then that is very different... You can't just label a whole people just like that...

But getting back on topic, what a weird question! I'm REALLY not sure what would be gained by having the Barbarians as Nazi Germany in a WW2 scenario. It just doesn't make any sense... You give up the ability for the player to control them, first of all, and playing the Axis side is normally a lot more fun than the Allies (due to unique units, strategic situtation, and the fact that they're on the attack)... The Barbs also cannot have any techs, their build queue is limited, and their units disappear! You'd give up so much to gain so little...
