stupid question about the forbidden palace

I've been playing this game for months, I should know this, but the civilpedia isn't telling me.

Why can't I build the forbidden palace in some cities? the only requirement seems to be a certain number of cities and a certain number of courthouses.

I'm playing a terra map and want to build it on the city on the new continent, but can't. Very irritating. And this city did have a courthouse in it.

Though I did get the option to build it in an island off the new world. But I wasn't sure if the reduced maintenance worked over water. Does it? You would think it would, but I'm not sure how the game treats water.

I ended up building it in a caputured enemy capitol (Moscow) in the old world. Again though, I wanted to build it in another captured enemy capitol (Madrid), but wasn't given the option to do so.

This may not be the reason, but I think if another city has partially built it and has it in its build queue you'll no longer be able to select it in other cities.

    The manual says:

Requirements are 6 courthouses & 8 or more cities.

Being a National Wonder each city can only have two National Wonders in them - so maybe the cities you can't build it in already have two national wonders?

Or perhaps you can only build it in one of the cities that has a courthouse?

    I personally haven't noticed sorry.
I don't know why he saved my life. Maybe in those last moments he loved life more than he ever had before. Not just his life - anybody's life, my life. All he'd wanted were the same answers the rest of us want. Where did I come from? Where am I going? How long have I got? All I could do was sit there and watch him die.

That is odd. I've built it in the New World on a Terra map so I'm sure it's nothing to do with the fact that it's on another continent.

The city itself needs to have a courthouse too...

The situation you describe, Dis, doesn't make sense to me. If the city had a courthouse, and you had enough courthouses/cities to enable the FP, you should've been able to build it where you wanted it.

To build the forbidden palace a city
    - Must not have a palace already
    - Must not have versailles
    - Must have a courthouse
    - Must not already have 2 national wonders
    Furthermore your civilization:
    - Needs to have a minimum number of cities, map size dependent, but 8 on a standard map
    - Needs to have a minimum number of courthouses, map size dependent, but 6 on a standard map
    - May not be already building the forbidden palace in another city

That's all the requirements I can think of. If you met them all, you should be able to build the forbidden palace.

As mentioned before you can't build it if it's already in a build queue somewhere. This can be quite easy to do if you're not paying attention. If you start building it somewhere and then change to something else it'll stay there until you complete the new project and start on the forbidden palace or until you actually go in and delete it from the queue.

Maybe you let it build for a turn in the island city that you mentioned and then switched to research and forgot about it or something.

I think that the city also has to be a certain minimum distance away from your existing Palace.

Ijuin is not correct about distance from capitol (i.e., existing palace). I sometimes build the FP in a city near my capitol but more centered, then complete the Palace in a faraway location. Note the Palace has no prerequisites, you can build it anywhere at any time. On turn of completion, old Palace disappears.

I never ever relocate my palace. It just doesn't feel right.

I once moved my Palace in Civ3, by economy crashed and moved it back.
