You are confusing several things. Extradition, deportation, and arrest. Mexico could have done one of two things, arrested him for rape or deported his butt back to the U.S. cuz they don't want no American criminals. Two factors would stop that from occuring, however: Mexico is very sexist, so they don't care so much about rape, and be, they are very corrupt, so a rich sh!t like him could buy his way out of trouble. Well if you actually read above she agreed that what dog did was not legal. Just that there is a higher good then following the letter of the law. Dog did what no one else was willing to, and we ought to be thankful.

Che please do explain how a person that is arresetd innocent? Hell if you look at the jusstice system it reads innocent till proven guilty. Ok i got that part it all looks good on paper but, what happens when ur arrested?, ur held in jail until some lawyer and judge says ok u can leave now. To me thats not being considered innocent. To me thats guilty until proven innocent. In this matter this guy was already guilty and everyone new it. It wasnt a matter of he only raped one woman, there was 3 and they all claimed the same things so i guess we should all believe these ladies were lying.
Bottom line is The mexican goverment as well as the canadian goverment have proven them selves to drag thier feet when it comes to handing over us felons. The mexican govermnt had no agenda to arrest this guy they knew he had been there for quite some time and he was allowed to prowess the resort towns and do as he pleased. In cases like these the person that put up the money wanted off the bond cause said felon left the country. The bondsman sent out the bountyhunters to retrieve the felon so as they can get him in jail and relive the person the risk of losing his or her money. It happens all the time. All this can be resolved if the goverments of other countries all countries would just assist the country seeking known felons and say i will grant u permission to escort your citizen back to face charges in his country. Its really not that hard to compromise

Wait, let's go over this again, you say:

1. What he did was not legal,
2. But he should not have been arrested.

This in turn could mean a couple of things that I can think of:

1. The laws in Mexico should allow Bounty Hunters to do their job there. Maybe, but Dog, as a BH himself, should have known full well that their laws did NOT like him, and therefore should not have done his stuff there and not expected trouble to come of it.
2. The laws are unjust and so this was some sort of civil disobedience by a foreigner or something and thus the cops should have looked the other way. Something like that. If that's what you mean, well, why the deuce do they have laws if they're to be enforced so selectively?

That's all the meanings I can conjecture from those two statements. Your argument about types of contracts appears utterly irrelevant; as has been said, the Mexican gov't. would probably not appreciate it if he came down there and jacked back a car that had been stolen from him, though they would not punish it nearly as harshly as taking back human "property" by force. If he wanted a car back, he could complain to Mexican authorities. If he wanted a human quarry back, he could have just urged the U.S. to hurry up the extradition.

Now, I don't know if he was approaching the expiration of the bond, or if he'd still keep his cash when he didn't personally recover his quarry, or what. Either way, that would be a problem with the US bail bond system, not the Mexican legal system.

Even tho a car repoed in mexico that was in the us the mexican gvt willnot go and hunt down the repo guy but they will hunt down a bountyhunter that has a contract with another person im sorry i see this as entirly relavent. Dog got a tip where he was 5 months after the mexican gvt knew he was there and went and got him himself. Uh, I'm not familiar with repo procedure; does it normally involve the use of physical force, as when a bounty hunter is apprehending a runaway? That's the crux of the matter as far as I'm concerned. The fact that Mexico took three years to enforce its law is, of course, absurd, but the way I see it those three extra years should be gravy from his perspective. They still have the right to prosecute, regardless of how much time has passed, and it's not like he can complain that they let him build up fame and fortune instead of just trotting his butt off to jail straight away.

I'm not sure what their reasoning was for that. If I had to guess, I'd say they had bigger fish to fry in their horribly corrupt country than some (at the time) nobody bounty hunter. When he later became famous, they resented this guy getting his big break by taking a leak on their national sovereignty, and cracked down. Rather petty and stupid, but they're within their rights AFAIK, and it doesn't change the fact that Dog screwed up.
